I had the same problem and tried few solutions like extending that small shaft with some shaft extenders like this here:

Although I didn't tried to drill a small hole into the shaft and put a screw. Second, if the shaft is extended too long it will start to bent. You would need a supporting bearing, look here, this is good example:

All in all, at the end I always ended up welding the metal arm directly on that wiper shaft with few small points, and never had any troubles. But be sure you do it right from first try, if you need to cut the shaft to undo mistakes, shaft will get very short.
